The Second Constitutional Settlement was accomplished partially to allay confusion and formalize Augustus' lawful authority to intervene in Senatorial provinces. The Senate granted Augustus a method of basic imperium proconsulare, or proconsular imperium (ability) that applied through the entire empire, not entirely to his provinces. Also, the Sena
